The State Emergency Operations Center (SEOC) is a state-of-the-art command and control center located in Baton Rouge, Louisiana. It is responsible for disaster planning, response, and mitigation of critical incidents. The SEOC can be activated in response to natural disasters, severe weather events, man-made disasters, terrorist threats, or other major events or emergencies. The federal government cannot be the nation's first responder in all cases.

This allows institutions, government authorities, and agencies with different legal, geographical, and functional responsibilities to coordinate, plan, and interact effectively. The Departments of Homeland Security and Defense should jointly plan the Department of Defense's support to federal response activities as well as those extraordinary circumstances in which it is appropriate for the Department of Defense to direct the federal response. The Office of Emergency Preparedness at Iberville Parish helps citizens prepare for emergencies of all kinds in order to respond in times of crisis and save lives and property.
The Iberville-Community Awareness Emergency Response Committee (I-CAER) has been organized to ensure emergency preparedness and promote the community's right to know. When it comes to emergency situations, coordination between states is essential for effective response. The SEOC serves as a central operations center for emergency response and can coordinate with other states during an emergency situation. The UCG provides a unified approach to the management of emergency incidents allowing institutions, government authorities, and agencies with different legal, geographical, and functional responsibilities to coordinate effectively. Every year I-CAER, LEPC (Local Emergency Planning Committee), and the Office of Emergency Preparedness participate in public education projects to keep citizens informed about existing emergency transmission systems and what to do in the event of an emergency.
The storm weakened 911 emergency call centers and disrupted local emergency services.
